Court want to prosecute and fix civil liabilities on those responsible.

On Tuesday, Supreme Court has stated that it wants that those who fail to maintain peace shall be held accountable and those who suffer must be compensated.
Apex Court Bench suggested that at prevention level, Police can do it through the videography of protests as stipulated in guidelines issued by Supreme Court in earlier judgement.
SC directed Centre to create courts in every state and union territory to fix accountability for vandalism and compensate the victims of such violent protests while expressing concern over loss of the lives and damage to the public property during the agitations.
Apex Court further suggested to Centre that one or more district judges should be given the responsibilities in consultation with the respective High Courts to prosecute and fix the civil liabilities on those responsible for such mayhem.
SC Bench comprising of Justice Adarsh Kumar Goel and Justice U U Lalit pointed out that although guidelines have been framed by SC in the year 2007, which include videography of such agitations, but there exists no mechanism to deal with damages to be paid to the victim.
Supreme Court said that,“Such agitations, which result in damage to the life and the properties, are now happening very often. If it is to be dealt by the HC or SC, then it will become very difficult. Thus, there should be some forum where people can go and seek the remedy as per law”.
Supreme Court’s directions came on a plea filed by the Advocate Koshy Jacob, who has sought implementation of the 2007 guidelines of Supreme Court with regard to procedure to be adopted by the Administration during such agitations and submitting of report to High Court’s and Supreme Court.
